Emma Soubrier is Director of the PRISME Initiative and Associate Researcher, International and European Law Laboratory and Institute for Peace and Development (Université Côte d’Azur) & the World Peace Foundation (Tufts University). PRISME fosters interactions between academics and practitioners who broaden the concept of security in the Middle East. PRISME aims to redefine the conception of “security” in the Middle East and North Africa, as the starting point for strategic relations between MENA countries and their European and North American partners. It does so in pursuit of effective, collaborative approaches to ensuring a more peaceful and stable future. To this end, PRISME sponsors dialogue and debate between foreign policy professionals across diverse backgrounds and perspectives. These include individuals in governments, think tanks and academic institutions located in the MENA region, Europe and North America, with a specific focus on engaging young and emerging thinkers and practitioners.

New Synthesis Paper: “Decentering Arms in Middle East Security”
We kicked off 2025 with the publication of the synthesis paper from our fourth SALAM workshop, held in Nice last fall as the inaugural DAMES Forum. This paper captures the key insights from our first in-person gathering, where scholars and practitioners worked together to imagine pathways beyond arms-based security in the MENA region.

New Blog: “The Relevance of Dual-Use Export Controls for Gulf States”
In March, we published a thought-provoking blog by Lauriane Héau, highlighting how dual-use export controls can become strategic tools for responsible trade and long-term security in the Gulf.
 

New Opportunity: Share Your Voice on the PRISME Blog
We are now welcoming spontaneous blog proposals from scholars, practitioners, and emerging thinkers whose work resonates with PRISME’s mission to reconceptualize security in and with the MENA region. Whether you are exploring the politics of arms transfers, human and environmental security, regional cooperation, or inclusive alternatives to militarized paradigms, we invite you to contribute. This is an open space for critical, grounded, and forward-looking reflections, especially those amplifying underrepresented perspectives and bridging academic and policy conversations.
